Story Idea: Tuneless

A world, set in modern times; the government has outlawed all creativity and artistic practices.  Singing, playing instruments, drawing, painting, weaving, any creative expression is forbidden.  Has been that way for years.

But some people still create.  Some people risk discovery by the government, and sing.  Some people still paint.  Some people, the boldest people, mark buildings with colorful graffiti to show they still have a mind that isn't totally numbed.

There isn't a rebel group in this story, I'm sick of that cliche.

Unless I can come up with a good one.

The government is called the Repressors.  To most people, they are seen as strong, brave leaders who keep the people safe from crazies.  They are respected and noble, putting their lives on the line for the greater good.  But to those who can't hide their colors, those who won't... they are strict, cruel masters who force bright minds into darkness and keep the Repressed (the Artists' name for the people who believe in the Repressors n stuff) in the dark about their world and the beautiful works that they could create.

There is a society of Artists that move from place to place, hiding in the obscure corners of the world.
