I need a random character but i cant think of anything they have 23 pets but other than that I'm stuck.

What setting would this random character be in? What is there situation? Why do they have 23 pets? These are some basic questions you can ask yourself. If this character is literally going to be in one background scene in your story just pop a name on them and make them a quirky cat lady =D
