I am creating a new series, a kid's series mainly for my nieces and nephews to read to learn about our world. But I don't know where to start.
What character should you start developing when starting a new book?

I don't know if I'm understanding the question properly but I would usually start with the main character. Start by coming up with bigger, broader details (name, age, appearance, personality) and then hone in on more specific details once you have a handle on who they are (things like their favourite colour, interests, any strong opinions that they may have). Backstory is also a good place to start, because a person's past can really define who they are in the present.
