I feel like part of why Umbridge is such a good villain is that a majority of people won't come face-to-face with an evil dictator irl. We will, however, have terrible and cruel bosses, coworkers, and just random people we encounter.
Also, Harry Potter is Middle Grade/YA, and almost every single kid has had a teacher who would punish the class for no reason, or have an irrational hate for you or a friend, or be so irritatingly fake nice that we know what an Umbridge is, we've dealt with them, but we haven't dealt with a Voldemort in anything but books and movies.
Voldemort is a threat that's too out of reach to be truly frightening, but Umbridge is someone we meet daily.

Let's see, characters that I think are poorly written…. actually I'm not really a fan of Jude & Taryn from Cruel Prince. I think they are kind of bland.

His constant denial of anything wrong was so infuriatingly toxic and just the way he handled things by not handling them was so bland and one dimensional.

I feel like most secondary/minor characters in media aren't developed that much and the reason why people love them is headcanons and personal interpretation.

Inigo is one of the best secondary characters ever and you can't change my mind.
