It's considered a civic duty as a citizen of the US. Those in court have a right to a trial by a jury of their peers, and in order to form that jury, they need the 'peers', other civilians, to show up

saying youre appreciated is the same as saying 'we're thanking you in advance cuz we expect you to be here'

and since it's a court proceeding, technically a call to jury duty is a court summons. So if you dodge it, its along the same lines as ignoring a court summons. thus the fine

You can get exempted- for work purposes, or by reason of age or illness or something- but you have to let them know that. Ignoring it will cause problems, because in a way, the court systems look at that as you refusing to uphold someone else's right to a fair and unbiased trial

You're not doing that, but that's how they justify cranking money out of you for not showing up
