Basically, he's this short little pervert that has these purple balls on his head. They can stick to any surface except for him, and his entire character revolves around him being a complete wuss and his carnal attraction towards women. He doesn't DO anything to them, he just leers and tries to spy on them. Everyone I know hates him.

He does get his comeuppance once in a while. he tried peering through a very narrow hole in the wall to look into the girls' changing room, and the one with extendable headphone jacks for earlobes poked him in the eye.

VRV is best, especially if you get the free subscription because you get access to a whole bunch of other stuff (both subs AND dubs, plus other channels like MONDO and Rooster Teeth)! I know I sound like a billboard, but that's because I have only Crunchyroll, and they've started to lose faith with their audience. You could also go to Youtube, they've got at least a few episodes on there.
