Basically, he's a character with a big top hat and a cloak, and his arms and legs don't attach to his body. Instead, they float around his body (except for his legs, which he uses to move around, but he floats sometimes).
Oh yeah, he also has a grin that basically covers half his face, and you can't see the top part because of his hat. Also, he's very dangerous.
