how to make a city?
Well, decide on what type of city its going to be first. Is it a magical city? A dystopian city? Or a basic city we find here on earth. After you decide that, figure out how big you want it to be, or the population, how big that will be? Then, find what you want the main attraction to be. Is it a castle? A restaurant? This will help you kind of decide everything else. Now, let your creativity flow! Put in buildings, houses, stores, schools, everything!
