Ruby got close to him to find evidence against his crimes since her best friend was his last victim. She's an actor and she's good at it. Faking loving a rapist to save the lives of various other girls her age. She gathers evidence against him and by the end of the book, he's in jail.
This is in the POV of Ben, and we believe he's the good guy the entire time, and as Ruby gets more mysterious and Ben believes she's "Cheating on him", we believe with him. She's the true hero of this story, taking risks to shoot down the man who ruined so many girls' lives.
