It's usually not super different then their regular voice, but oftentimes is coupled by hiccups or recurrent noises that are similar to hiccups.
Me personally, my voice just gets kinda quiet with the above

Hoarse, especially if it's a cry of heart break. Or shaky, or stuffed up. Croaky is also good, plus if it was cold it could reduce the voice to a hoarse whisper. I know a lot about crying and heart break. It's just part of the job description now šŸ™„. (My grandmother, and no, the situation has yet to resolve itself.)
