It's usually not super different then their regular voice, but oftentimes is coupled by hiccups or recurrent noises that are similar to hiccups.

Hoarse, especially if it's a cry of heart break. Or shaky, or stuffed up. Croaky is also good, plus if it was cold it could reduce the voice to a hoarse whisper. I know a lot about crying and heart break. It's just part of the job description now š. (My grandmother, and no, the situation has yet to resolve itself.)
