Yes, brownies should come out somewhat soft. A good way to know if they're done is to stick something like a butter knife in the middle. If the knife comes out clean, they're done…. A spaghetti noodle works even better for this.
And yes, raw cookie dough is delicious! You'll only get sick if you eat too much.
