I've been working on this story for about four months, basically developing characters and world. While there may end up being some plot holes, I plan to smooth them out later. I feel like I am ready to move on to the next step, but what is the next step? I have the plan for the plot, but it's really complicated and not fully developed. I also have no subplots. Should I just start writing and develop it as I go along, or work to develop the plot a little more, and if so, how? Help would be appreciated.

Yes, start writing. The first draft won't be perfect, but you'll certainly think of something. For me, I started writing when I thought that everything in my plot will be left unchanged, but now I'm not even in the half of my story, and I have so many changes to do and million plots to develop further. The more you write, the more everything will become clear.

Thank you, but I am also wondering how to evolve subplots, I'm not very good at it.

When I write, ideas for subplots just pop into my mind sometimes. I also tend to daydream a lot and then I think of some developments. You'll find something for yourself for sure. Try daydreaming or doing mind maps.

in my writing, plot is for the story and subplots are for the characters if that makes sense. I use subplots to grow my characters within the story. They can happen naturally when you write out your draft with your chracters.
