• a dystopian novel about two peeps in an intense platonic relationship.

• people in a destroyed once natural area. Like a scavengers type thing. Maybe a small village-like society

• there was a third major world war because of the green movement! So one country made a move that was only worsening the Earth's state, and a few political disputes later a war started. The war was stopped because the mass casualties were just too high and society was split between those who wanted to protect the earth and the others. So one part of the Earth is healing, the other's getting worse. We'll have to figure out those logistics.
  So our setting is on the pro-earth side, and some curious anti-earthers wander over

• the other side, now not encumbered with environmental laws has better tech at the cost of a worsening health crisis and big business is getting outta control
  Basically America but worse

• some important people from the anti-earth change their minds and realize they're screwed, so they try to get the pro-earth to help?

• let's give them some mechs and genetically modified critters and better vehicles and gadgets.
  And the world knows about the pro-Earthers.
  But the other side wants to sabotage them on the downlow so the world will stop protesting them and they can keep doing their anti-Earth thing.
  Basically another war fought less with military force and more with Intel and espionage

• Wait you lost me there, you mean the anti-earthers want to sabotage the pro-earthers who are protesting so they can be left in peace

• it's a handful of countries there's more of an area where people are more screwed and an area where people aren't as screwed

Well the US for sure, and China. The UK maybe? And maybe South America since there's a lot of green there

Yes that sounds good. Would we start mid-war, or maybe just as it ends in a prologue of some sort so then the actual story can be set a few years after?

That last one is kinda cliche so let's do mid- war.

Uh okay, so then the war would end about half-way through the book

I was thinking we can focus maybe a third of the book on the war.
We should have our characters start as like grunts and move up.
Get a real sense of progression going.

Ok so we don't have to follow and research modern military rules and ranks that's good ahaha. Though we should research the nature of modern warfare.

Yeah, this'll probably be going into new waters for me, so research will definitely be necessary.
If the two protags meet on the front then are separated when the war's over to go home and, thanks to their ranks, help ease the transition for their respective countries. Probably a correspondence between the two

That and maybe they get called to help set up a military for a colony for a series of island colonies off South America
