So I want to practice writing a character with OCD and I don't really have a plot yet, maybe strangers to relationship or a college au or something like that?

Well, I'm very good with directing plots focused on history. By any means it doesn't have to be historically accurate, but there are certain things I use as a plot device like historical wars, i.e.

I do best with american/french revolutions
I think the American revolution would work best, probably because I completely forget everything about the french revolution

So what point of view would you want our characters to be coming from, like, soldiers, doctor, not involved at all or high class? What were you thinking?
Well, here's a few popular/successful ones:
- Two spies who fall in love during duties, endure the trials of war
- Female dresses up as soldier in order to fight because she doesnt want to become a housewife. Someone falls in love w her (trusted friend male soldier or lady at a ball) and more war danger stuff
- Member of one side falls in love with someone on the other side. Could be an affair
I think the first one or the third one, it's up to you :)
