I think any location or setting can work for an action story as long as your cahracters make sense there and the action sequences are realistic for that location (e.g. no katana fights in a Great War trench, or alternatively no bombings or shootouts in an ancient Japanese village)

somewhere in New York or Tokyo? crazy things always happen in big bustling cities!
