Honestly I think it all comes down to what you would perceive as 'human'.
We are all under the influence that we are 'humans' because that is what we have been told since we were born and it has been that way for generations. But what if another life force, that we may class as 'alien', believed that they were 'human' because that is what they had been told?

Technically yes but maybe depending on the circumstances. Like if you have a whole Frankenstein's monster situation, that isn't considered human but if the subject was grown, it might make more sense.
If it came from human genetic code and ONLY that, then it is human. Otherwise, wed have a lot of test-tube babies out there without basic freedoms and rights afforded to being a homo sapien.

Fortunately for you, there's a wealth of information both online and in books. As confusing as philosophy can be, I assure you that it is a decent angle to try and research. Sci-fi is all about exploring philosophy under the guise of fancy technology, and there's been at least 3 or 4 Star trek episodes on something similar to this, so it might give you a place to start.

From a Moral and Ethical perspective, No.
From a scientific perspective, No. They would probably be viewed as an experiment that was successful.
From a social standpoint possibly, depending on an individuals ethics/points of view/ they could be viewed as simply a creature or a human being.
I could go into other things but I don't want to start a crapstorm.
