They call the city Utopia. It was named that back when it was first built, because that's what it was. A paradise away from the death and desolation of the worldwide nuclear apocalypse that preceded it. But now, a hundred years later, the famous, the wealthy, the privileged, they claimed the power, forming a "Union" of tyranny. Glorified Gestapo is what they were. Earth has regrown around the city, it has superevolved. The genetic monstrosities wreak havoc in the surrounding biome, and the tyrants wreaking havoc inside, but it's time for that to stop. Powers: Pyrokinesis, more psychically equipped than a normal person, can use his pyrokinesis to attain flight and swimming to achieve jet propulsion, though the conditions have to be right.
Flaws: Never takes anything seriously, overestimates or underestimates things.
