"Bill Potts. Do you have any idea where in Time and Space the Doctor is?"

"The who?" Cicada hated being confused.

"I have no idea what you're talking about." an invisible Susan like voice. "Who do you mean by Doctor?"

Looks: Japanese, short straight wild light blue hair, tannish skin, 5'9, around average weight for his age, very muscular, has a scar from the top right of his forehead to his cheek

Clothing: UA school uniform (Just look up "bnha ua uniform" and it's the one without the skirt)

Items on their person: a case containing his hero costume and flashlights

Personality: Not serious, usually laid-back, he thinks he's funny, not easy to get flustered/embarrassed, extrovert, outgoing, trustworthy, honest, loyal

Powers:

Quirk Name: Lightbend

Quirk Type: Emitter

Basic Info: Allows the user to bend man-made light into anything depending on the strength of the light. While the user is manipulating light, it can take on a temporary solid form if the user decides to. Light can be exploded as well

Drawbacks: If he uses his quirk too much, he may become temporarily blind.

Strengths: Proficient in close and long range combat. If the user has a sword, he can phase through the enemy's weapon. Handy diversion and stronger in urban, densely populated areas, and places with lots of man-made lights

Weaknesses: The user will not have any light to bend if they are in an environment with no sources of man-made light. The user will need to ensure any allies in the vicinity will not be harmed before using the flash-grenade like move. May damage eyesight of anyone who isn’t the user. Not good at stealthiness when using his quirk

Other Notes: The user has an immunity to the manipulated light, meaning that the user’s vision/eye degree will not be affected when using the quirk unless it's used too much (in Riku's case, three hours). Possible combination attacks could be used if different colored lights are controlled individually. The light generated from other quirks is also counted as man-made, like Kaminari’s lightning and Aoyama’s bellybutton laser.

Other: For now he can use his quirk for three hours straight with an hour and a half of rest. I'll get a pic of him in his hero costume soon, speaks only Japanese, doesn't know English
