(OMG I GOT IT! Can it be built into old, abandoned subway tunnels? The name is The Citadel. Built by this old guy w/ a lot of money who never really liked the R.A.C anyway and was a owner of an old railroad company that went out of business ever since the newer railways were built. [Or something. XD idk, this is just a random idea.] OOH! But it's all SUPER MODERNIZED. Like, once you get past the secret entrance–which is an elevator inside an abandoned rail car [EDIT: There are a BUNCH of these entrances positioned strategically throughout the city.], everything is SUPER modern, clean, and organized n' stuff.)

Technically, I can't promise Ace won't die but……..
