OKay this will take a lot of gradual worldbuilding but I have the basics

A kingdom is devastated by a famine. The king is struggling to control the people while still living in comfort. People barely scrap by. Sickness and plagues are on the lurk. Natural disasters are common. A wet, dirty town, tucked in the corner of the kingdom on the coast. Ships come in everyday for the rich, taking them to prosperous lands.

Our characters are underfed, underappreciated, and just plain old miserable.
