for some reason I can't change the privacy settings on any of my characters. The little dot thing won't move when I try to switch to private or public. Is this happening to anyone else?

Are you using Internet Explorer? This is a known issue with some versions of it – if it's still happening to you, I'd give it another shot in a different browser (it should always work in Google Chrome).
