Though now when I click to go back to Premium it asks me for my info again so I think it did get taken off
You're free to downgrade any time, and you won't be charged again any time you're on the Starter tier. :) You'll even have full access to view and edit all the pages you created while on Premium even without an active subscription.
If you downgraded, you shouldn't be charged again unless you choose to re-upgrade again in the future!
