Phemira was born in Anemos, Crete. When she was young, her parents were killed by a disease, leaving her and her younger sister being kicked out of the Peregrine Clan and they became homeless. She eventually joins the Birds of Prey Gang. She gets into a relationship with Ken. Sometime later, her sister falls critically ill and she leaves the gang to study medicine to cure her. A year later, the hideout was bombed, killing her sister and various other members. She became distraught over her death and disgusted by her teammates' lack of empathy and deserted. After leaving, she saw what terrible effects the gangs had on the city and decided to help put a stop to it.
