Nothing specific for laws but the government setup is:
- There is a head honcho guy kind of like a governor or a prime minister who appoints department people and gives suggestions for governors/province peeps. He can make any government-related decision as long as it's approved by his buddies over in the judicial legislature thing.

History
After The Luverin Empire broke, a territory called Novis battled its way through the chaos. It wasn't very large, but the skill of its warriors and its strongly justice-based principles made up for it. It grew as it won more and more battles.
Most of the broken pieces of YE OLDE empire kept speaking Vansian, but Novis developed its own new language because military strategies and SECRET CODES ARE FUN. A few other countries decided they wanted to play the fun code game too and made their own languages.
But that doesn't matter. So anyway, Novis got bigger and started calling itself Novar because according to their fun code you get to change your name if you change from a city-state to a small kingdom and also because HAHA YOU THOUGHT WE WERE NOVIS GET PRANKED.
THAT DOESN'T MATTER EITHER. Novar became important and people were afraid of them. Their laws were pretty darn strict, and people in their fun country were trained from birth for their jobs. Hands baby a pitchfork "You're a farmer now."
They were cool and good enough to last until the elementals came zipping along. The elementals decided that Novar was one of the least corrupt, and helped them take over stuff. Novar changed its name to Novarren, because according to their secret code you get to change your name if you change from a small kingdom to a large kingdom/empire.
Their laws became less strict (maybe a bit favoring the rich/politicians), and their babies didn't have to be trained forever anymore. The capital changed on over down south. They were cool and nice with their new neighbor Terresia for a while, but being so powerful started to corrupt the leaders. They got greedy and NOT NICE.
Rumor does not have it (JK it does) that the Novic government hired some people to steal information and stuff from Terresia. One Terresian politician, named Azi Federo, really doesn't like Novarren because he knows they're corrupt and don't like Terresia, and HE KNOWS ALL THE RUMORS. He's the leader of some important Terresian intelligence agency/police thing. All his investigation buddies are suspicious of Novarren.
Novarren doesn't like Federo either (everyone knows it's because they can never have Federo's floofy hair), and is constantly being shady around him and disputing his claims. Federo is killed and everyone wonders who did it. The Terresian government gets the shocking idea that maybe the Novic government killed him, but when they accuse them of it they deny it. They get a new guy to lead the intelligence agency, and the new guy (whose name is Sef Hallis, and he does not have floofy hair) is kinda crazy. Federo was nice and logical and only accused Novarren of something if he had evidence, but Hallis is the kind of guy who comes up with crazy conspiracy theories and blames pretty much everything on Novarren.
The Novic government does not like it, but they keep denying it and leave it alone. Soon after, someone starts sabotaging government stuff in Novarren, and Novarren gets mad. Some equally crazy Novic officials blame it on Terresia, but Terresia denies it. At this point it's kind of clear that the countries are sabotaging each other, but they can't really convict anyone without actual evidence, even if they can accuse people. Both of the governments are afraid that if they actually make a move against the other government, the other government will get them. Terresia is a bit more level-headed than Novarren, but Hallis is making them more crazy. Anyway, eventually Novarren sends someone on over to go sabotage an important Terresian government event, but the perso is caught and Terresia had evidence against Novarren. Hallis takes the opportunity to rile up all of the Terresian people, and Terresia declares war.
The Novic government is afraid of the elementals, but when the elementals don't show up to yell at them ('cuz the elementals were breaking too), they start rallying troops and drafting everyone. They also have a slight shortage of food, because Terresia was a major farming resource.
