Overview
The Gem Cave
A cave, home to Snow Petrel
On the mountain side, there's a small hole covered up by thick, green vines. It's nearby Alexandrite's home. Inside, there’s a small chest filled with his dyes, and marble carving of an IceWing flying can be found on a wooden stool next to his bed. A hole is on one side of the cave but it’s covered with vines. Petrel has a pile of fur as his bed and a stone desk with parchment and ink. Near the cave is a small garden. Petrel grows anything that can survive the mountains.

There's no need for currency since it's just Petrel- Petrel does own dyes incase he needs to barter something.
"Welcome to the Gem Cave!"
Technically there's no laws but Petrel requires any dragons to wipe their talons before entering his cave. He also wouldn't allow any IceWing rebellion members inside his cave or any murders- who would anyways?
Petrel sometimes dye bits of the cave with his many dyes, although they fade away quickly due to the fact it's rock and not scales. He also writes short stories and messages. Petrel doesn't do this often.
Geography
On the side of a mountain, near the ocean.
Petrel usually hunts his own food, but he keeps a small garden incase there's not enough food.

Outside: Cold and windy. It's a little dry, so there's not much flora or fauna. It doesn't rain, but if it does then the rain gets wild and stormy.
Inside: The room is warmer than outside, though there's the sharp bite of the cold. Generally, it's a moderate lukewarm (leaning towards cold) due to Petrel being an IceWing. The inside of the cave has fresh air, making it easy to breath.
History
When Petrel was fleeing his family, he encountered this place. Petrel intended to stay for a day or two but he couldn't find any better home. Besides, this place grew on Petrel and was the only shelter that kept him hidden.
According to Petrel, a couple of months ago. It's not like he would put up a sign declaring the established date.
Unless you're counting the constant war of climates, there hasn't been any notable wars.
