So I have been plotting out this book for a bit now, I am just now trying to write it but I am wanting it to span over 10 years. I am not exactly sure how much filler I need or how little I need because it seems really bad jumping from one scene in one year, to another scene in the next year.
Yea I am completely lost on what to do.

It's not really "jumping," as long as you use transitions, or an explanation of what happened, if anything, in the time between. Also, depending on what kind of story it is, you could probably get away with giving a time and place at the beginning of a chapter to indicate that time has passed without any filler. Like so:
Chapter 6
New York City, June 1986
[Insert story content here]
Or you could do it more like a journal entry, again, depending on the type of writing. Not completely sure how that would look though. I'm not a first-person kind of gal.
I agree with what @Becfromthedead said. It also depends on how many chapters your scenes turn out to be. If you have one scene or event that spans several chapters before moving forward in time, it will feel less 'clunky' then if every chapter is a new scene in time. If you enjoy Sci Fi stories, Strands of Starfire, does quite a bit of jumping around in time, so you might be able to pull some inspiration from that.
