I want to change my universe from private to public, but the, like, button thingy wont move. Do you like have to be a premium guy or what?

You don't need premium to share things, so this is a bug. Are you on Internet Explorer, by any chance? (P.S. what browser are you using if not?)

Lol try using a different browser, like chrome. Internet Explorer has all kinds of things wrong with it.

Ah, yeah. @looking4therightwords: if possible, please give it a try on another browser (you can switch back to internet explorer afterwards) – there's something wrong with how those switches are rendered in IE and I haven't found a fix yet. Sorry about the inconvenience!
