I can see where you're coming from but at the same time I don't agree. Yes, Chloe is a person to be pitied because of her background and expectations of her and stuff, but I don't think that should excuse any of her bad behaviour. She's a willfully cruel, rude, domineering, selfish, and spoiled liar. The fact that she was predisposed to be that way doesn't make it okay. And yeah, her mom left her behind but her dad basically worships the ground she walks on.
Idk it just doesn't sit well with me that someone like that not only got a miraculous, but got it twice. And the whole "let's bond with my mom over the fact that we're both awful people" really bothered me too.
Don't get me wrong - I love me a good villain redemption arc! But so far, in my opinion, this hasn't been a redemption arc at all. It's been a "Chloe has reasons to be a terrible human" arc which is good but that shouldn't automatically atone for her horrible behaviour. Though I think there is potential now that she's sort of realised that her bad actions are wrong.

Sorry to just barge in, but I agree with both of you. On one hand, we have a reason for why she acts the way she does. However, this doesn't excuse her actions. Just because someone has a bad life, doesn't mean they can do whatever they want and be excused from the consequences. I think/hope, that by giving Chloe the miraculous, she will learn how to behave better- she'll have to, to be a superhero with Ladybug, Chat Noir, Rena Rouge, and Carapace. It explains her actions, but doesn't excuse them.

Ok so here's the thing, I think that people like the development we got on chloe because it sets a precedent for her to start becoming a good person. I really do beleive that she is going to change for two reasons: she has already made steps in the right direction (yeah, they're baby steps, but they're still steps), and this is a children's show, so the creators probably wouldn't want to encourage bad behavior because of your circumstances.
