Essentially, a hero and a villain manage to fuck up badly enough that the government is after both of them- the fact that they also have superpowers really isn't helping their case. They don't have much of a choice besides teaming up in attempts to clear their names.
(Superpowers are illegal in this universe! A lot of openings for angsty backstories! Road trip rom-com tropes are promised!)

Alex leaned up on his elbows, groaning slightly as he glared. "You aren't getting away this time!" He said, gray eyes narrowed into slights behind his yellow mask. He staggered to his feet, letting the electricity he was summoning dance across his skin, brown hair standing slightly on edge. "Now stop, before I remind you just why I'm called Quickflash."
((Random thing: He chose his name based on his power, control over electricity. He can manifest it as bots, or use is to turn into energy, meaning he can have something similar to superspeed, but the latter drains his energy horribly.))

Manni (his superhero name) plopped down skillfully onto the ground, his wings shivering behind him. He was still holding a couple razor sharp feathers in his hands like throwing knives, smirking.
"I'd like to see you try. Why do you wanna chase me, anyway?" He started spinning the feathers between his fingers, though four more were still being held fast in his left hand.
"You're hurting people!" Alex yelled indigently, letting out his charge. "You can't just-" He caught himself, holding back his metaphorical explosion. "You can't just hurt countless innocent people-intentionally- and get away with it! Not if I can help it!" He stood up straighter, trying to act as if his injuries weren't causing him to wish for death because Dear fuck, they hurt like hell. Would it be too much to hope for a bit of recovery time? Shit, did those stitches I do for myself last time rip? Shit shit shit, okay, lets hope the blood's not seeping through, don't let him see…
"If you're going to be the one to stop me, I think you should try relying on the people themselves," The villian sneered with a wrinkled nose. "Anyway, I'm just destroying stuff, and the people are getting in my way. It's not a difference." His wings lashed, suddenly feather-light, and launched him up in the air with a flip flap.
He growled, always annoyed with his rival's ability to fly. "Yes, because people would let me." He muttered, inaudibly. Or, he hoped it was inaudible. He looked up, aiming another bolt of electricity. "Well, it would help if you had enough courage to fight a fair fight." He taunted, smirking slightly.
The villian jerked his wings and they turned into hardened steel again. He laughed jeeringly as he walked away along the rooftop.
Fight a fair fight. Why in the world would I do that? He looked up and around, wondering what he'd destroy next.
He started running, looking for a way to the roof when suddenly-
"Freeze, freak!"
Shit.
He started running faster, now just wanting to not get taken away. No. No no no no no no no no- His mantra breached his lips without his notice. "No no no no no no no no no-"
