Perhaps a rebel group. They got a network of spies as well as traitors within the government that they managed to turn to their side. He's, like, a 'higher-up' member, perhaps close friends with the rebel leader, so he has access to everything when it's gained? Though I'm thinking it'd be, like, an open operation type thing. Important information is eventually revealed to the organization, but he gets early access?

Thump thump thump thump.
Heavy boots strode at a quick and confident pace, sliding through the alleyways and ducking into the shadows—heard, but never seen. She was in her best attire for this sort of business, dressed to impress and show off. A face mask that covered her from the nose down and doubled as a gas mask, though it didn't quite look like it. An eerie smile full of sharp teeth was crudely painted onto the mask with a runny blood-red paint. A tattered, knee-length black coat with a large hood was loaded with hidden pockets for weapons and first aid supplies, as well as dark cargo pants also loaded with hidden weapons. Her chest was bound with a cloth wrap, tight but not too much. Her hands were covered with fingerless gloves, brass knuckles attached to them.
Thump thump thump–
"You called," she drawled from behind the mask, leaning against the dirt-crusted wall of the alley with her arms crossed over her chest. "Chop chop, bella. You've only got so much time before I lose interest." She cocked her head to the side, her golden locks falling over her face and drawing attention to her narrowed eyes—to her slitted pupils that were not of human nature. "And you don't want to lose my interest tonight. I've got a lot on my mind."
"I am sure whatever's on your mind holds no candle to what I am about to offer you." The man in the alley said, hood drawn up over his head. He lowered it briefly, to show he was who he was supposed to be, before hiding his face again. For just a moment, feline-like features were visible, green eyes glinting red in the dim light from outside the alley and his own, actual sharp teeth, showing when he spoke. Features that his daughter shared, even though she had no clue. Nobody would, not for a little while.
"Five million xen." He said, withdrawing a small flashdrive from his pocket slowly. "Before, and after the job is completed. Ten million xen in total, for nothing more than retrieving and protecting something very valuable to me." He didn't explain further, waiting for her to speak. The information he had to give her was sensitive, and without her agreement, he wasn't about to give it away.

Theresa Hunt angled her head in curiosity, the numbers highly intriguing and the lack of needing to do something ideal. There was just enough work needed to entertain her, but not so much where she was bored with the work. "Ten million," she mused, humming in thought. "Very well, you've got my attention. What's the job, and this 'very valuable' item you wish for me to retrieve and keep an eye on?"
The man pulled another device out, showing the screen to her once he had pulled up an image. “Saral K’theron-il. She is currently in captivity at Karos Maximum Security prison. Your job is to retrieve her, and bring her to an address I will give you. Alive and safe. Otherwise, the other five is not going to find it’s way into your hands.” The image was of a girl of about twenty, at most. Her hair was a blend of purples and blues that gave it the appearance of a night sky, and her peculiar eyes looked like a yellower version of those belonging to the man in front of Tessa. Despite her slouch in the mugshot, there was a powerfully intelligent glint in her eyes. “She is of utmost importance.”

Tessa pushed off the wall and strode closer, grabbing the device and looking it over. She hadn't exactly been expecting a person, but this would do. Besides, she was to be getting five million xen just for accepting. Who was she to deny it? As a starving and particularly grumpy sword for hire, she would be stupid to say no. "Very well," she said at length, eyes flicking up to look up at the man as she handed the device back to him. "I'll retrieve this girl and keep her safe until further notice. Anything else I should know, besides the address?" Maybe I can get some meat since forever ago. Her dragon was growing tired of the grub she managed to swipe from incoming shipments for merchants.
"Yes. A handful of things. The first is that it won't be the easiest protection job, as there are people who would gladly have her killed." He said, tucking the device away to write down the address. Even with his hood up, his eyes glowed almost eerily. "You should also be a bit careful with her, herself. K'theron-il is not the most complacent person. Keep an eye on that. Other than that, just bring her safely, and you will be payed the rest of the money."

Tessa listened quietly, snorting when he was done. There were plenty of people out for her blood, so that wasn't anything new. As for a difficult person in general, she was Theresa Hunt, the most difficult person in the entire universe. There wasn't anything she couldn't handle, especially when she was being paid to play babysitter. "Sounds good to me," she said, crossing her arms again as she waited for the address and her money.
Once he was done writing the address down, the man handed the slip of paper over, along with the little drive he had held up earlier. "The money is on here. Should you wish to convert it to physical xen, you may, though I recommend keeping such a large sum digital until you need it. You will already be a walking target as is. I must get going, but best of luck, Miss Hunt. You are going to need it." With that, he was gone from the alley, slipping easily into the shadows on the side street and practically disappearing.

Tessa looked down at the items she was handed, barely given a chance to say anything before the man was gone, slipping through the night with the ease of a practiced criminal. A slow smirk crawled up her lips as she watched him leave. So someone has a little secret, she mused silently, then looked at the address. Doable, she supposed. Time to get this Saral and get paid. She, too, slipped from the alley and disappeared from any prying eyes.
Meanwhile, just halfway across the city…
Saral was in pain. She was achy, in more places than one, and maybe possibly bleeding from her left. Which, she had to admit, had been a good choice in target from the guard that had been shooting at her. Go for the injured leg. Go for the gimpy leg. Even if you don't fuck it up, it'll slow her down. Unless he'd just been stupid and lucky, which was always a possibility with these guards.
Ducking through street after street randomly, Saral choked back a pained sound, shoving one hand into the pocket of the guard's jacket she'd stolen. They were gaining on her, fast. And while she didn't have a weapon on her, she had a recording device. If she could just record her own death, for anything that could clear her family name or spark a fire of truth…Get to that alley you saw on that map. It was right around here. Just get to that alley, the one with the doors. Maybe you can slip inside and lose them. Not a bad plan, if she wasn't slowing every second. "By the stars, Harlow, I'm sorry." I couldn't make it. I couldn't get you out, and I couldn't get myself very far. The prison was barely four miles away. Freedom was nowhere near her grasp, and yet it felt like it was slipping away anyway, the bitter taste of never being able to get Harlow's ring to his home planet like she'd promise lingering, choking off the air she was struggling for anyway. She needed a miracle.

Theresa jogged over the buildings, jumping from balcony to balcony, scrambling up walls. She didn't know exactly what she was looking for, but when she heard a pursuit happening just a mile away, she grinned, dangling off the side of one building with just her hand on the edge and a foot against the wall keeping her from falling. It didn't ake her long to climb up and sprint over to the commotion, searching for the face she had burned into her mind.
There. A girl was stumbling through the alley, getting slower by the step. Not too far off were guards in hot pursuit, seemingly after her. It took a few head tilts to figure it out, but Tessa finally identified the girl. Saral. Grabbing her now might be faster, but gaining her trust would be ideal. Besides, an excuse to fight someone was always welcome. So she crouched down by the nearby ledge, following the girl from above and waiting for the guards to catch up.
