In California, the year 2019, the Helium Wars are coming to an end. The world is a much different place now. Australia has disappeared and not much remains of America itself, the capital of America's reminiscence… Battery City. A utopia free of decisions and most general emotion.
Better Living Industries (A.K.A BLI or BL/ind) is a popular and currently infamous commercial company that specializes in technology. They have used this tech to build droids that monitor the residence of Battery city and keep anyone from rebeling. Those who do rebel will be captured and put under habit forming drugs that prevent them from ever breaking the rules again. These drugs can cause forms of mental illness and insanity so people are often more compelled to stay in line.
At this point BLI is basically the government in Battery City in which it monitors that everyday lives of the citizens. It insists that citizens wear headphones at certain times and certain volumes each day, which are announced on television. BLI considers this to be so important that if specifics of the frequency signals are misread on television, the newsanchor responsible will be subjugated on air by Draculoids (Draculoids are used by BLI to punish those who don't comply to their laws and regulations. Those who are deemed unsuited for parenting, such as not meeting strict standards for eight hours of sleep, might be replaced by parenting devices, droid copies of the "failed" parent as an example)
BLI employees are subject to drugs that negate their emotions seemingly making them emotionless or that give them only one emotion. New employees are put through something known as Draculoidization, which erases personality, potentially erases memories, and removes the soul from their bodies.
The law enforcement is a group known was the SCARECROW Unit. They are elite agents of Better Living Industries that command subunits of Draculoids to exterminate threats to the dominance of BLI or rebels. Scarecrows take orders directly from the head of BLI. Scarecrows are expected to keep a steady kill count and to avoid unnecessary emotional attachments, like relationships, that would affect their ability to kill others.
