You can use literally any character in this (unless they're a Mary/Gary sue). The plot will be you and everybody else's OC get knocked out or something and wake up in a house with all the other OCs from different stories, and they have to figure out two things:
- Why they're there
- How to get out and return to their own universe

Looks: sleek, slightly curly black hair in a bun or ponytail, grayish greenish blueish eyes, quite pale, tall, a strong but slender build, middle aged looking, normally is smiling or smirking. Or both.
Outfit: A purple dress and heeled boots. Always carries her sonic umbrella.
Personality: Chaotic neutral. That or purest form of evil. Either one works. Has a very sarcastic sense of humor. Arrogant but in a civil I'm-better-than-you-sucker type of way. So pretty much low-key evil.
Other: When killed she can regenerate, gaining a new body and personality. Of course, Missy doesn't die. The one exception to this rule is that she can use the regeneration energy to heal and not change her face if she directs the leftover energy into another host. E.g. the tenth doctor when he had directed his extra regeneration energy into his old hand. Because time lords.
