Pan's personality changes depending on if he is on Earth or Neverland. In Neverland he is less angry, more tired. He does what he has to.
On Earth, he has a deep hatred towards most humans (but not their souls, completely different) as they have destroyed and continue to destroy the planet, and occasionally Pan will lose control and take it out on a mortal, which always brings about Death. Earth brings out his more sociopathic tendencies, and, though he will shroud himself in the shadows, he will take his godly form and scare the fuck out of people for his own amusement or even toy with the grieving loved ones that have recently lost someone. The reason for this is the transition back and forth between Neverland and Earth jars Pan's mental state, as he has not come into his true purpose. He has not accepted his fate.

He is a God
Pan was born when the first plant life sprouted from the ground, the Auktross (world tree) along with many other siblings. Before long, and over many many years, his brothers and sisters left, and Pan was the last one remaining, caring for and protecting the Auktross. Eventually, Pan also decided to leave, but before leaving he imbued the tree with all his magic at the time, creating a magical protective barrier over the tree and also creating a strong mental and emotional link between the two. This link proves invaluable as Pan is sentenced to live his immortal life in Neverland as the Guardian of Lost Souls (his true purpose). The link with the Auktross and Neverland's own Tree (the Fairy Tree, with which Pan has subconsciously overtaken and IS Pan himself) allows Pan to travel between the two realms freely [besides the restrictions imposed on him by the 'powers that be'] and gives him the ability to rid the world of wraiths by severing their connection to the Auktross (the emotional connection keeping the wraith from passing on). Pan routinely goes to Earth, sends souls to the Afterlife or Neverland, captures wraiths, fights Hook, delivers souls to the mermaids, renews the magical barrier that protects both Earth and Neverland from Limbo, and ponders his own miserable existence.
Notes
Pan is almost a sociopath. He has strong bonds with those close to him (such as his first and second Tamaerean and Cassandra, and a lesser bond with his other Lost Boys, and the fairy queen Bramwe) but could care less about most others. He captures lost and wayward souls that were stuck on Earth until he brought them to Purgatory. Unknown as of yet why.
