Overview
Cullen's Government
An oligarchy made up of the three separate branches; The Judges, the Matriarchy, and the Military.
Structure
Oligarchy
The Cullense Power Structure is made up of three main parts; The Judges, the Matriarchy, and the Military. The Judges pass judgement based on the law and make sure things aren't against the law. The Matriarchy holds the moral and religious laws and statements of the law, and the Military put in place the laws. The military however is shared between the noble class, which was given in the Monarch Age and hasn't been changed. The whole of the government is ruled under the "King's Law", which is a whole set of laws given by the monarch's of before, during the Monarch Age. However, this is highly hypocritical, as the noble caste deposed the last monarch, King Toman nearly 100 years ago, but still are ruled under these laws. The main reason they have kept these laws was because they benefit the noble caste, giving them rights to the military and rights to own slaves.
Ideologies
The Cullense government upholds the standards in place from the Monarch Age that regard nobles, classes, and the discipline and restrictions of each class. However, after the coup of King Davison, the laws from the Monarch Age have been in question by many people, but the nobles keep onto power through the Monarch Law.
The government of Cullen is ruled by the noble caste and is formed under the King's Law, which is a set of laws and rights, as well as the lay out of a strict caste system.
Process
There is no electoral process for the offices of power outside of the noble and often times Judge positions. Judge positions were suppose to given to the best suited, determined by the council of Judges, but often time the position of Judge in a council or in the cities is given to the families heir. While Judge positions aren't given to those part of the noble class most of the time, they do have standing similar to those in the noble class, specially after the end of the Monarch Age.
Populace
In the vast majority, the government is seen as an almost joke, only obeyed due to the military force. The laws, for things such as murder, theft, etc, are respected, and the Judges in certain city states are very powerful.
Members
The military is divided into sections; the Inland Military, the Border Military, the city Military, and the Order.
History
The beginning of the Cullen government was created by King Cullen the First. He implemented the Matriarchy and Military as points in the government. However, when the "nobles" of Cullen began to overtake, they implanted the Judges which are held positions in each city, while the Matriarchy is the religious center of the nation, and holds in on a national level. The Military is supposed to be loyal to the Matriarchy as well as the monarch, but with the monarchy gone they find themselves loyal to the Matriarchy. The Judges pass judgements based on the laws implemented by the Matriarchy and the old monarchy, but can't officially make their own laws. Judges are not of the "noble" classes, meaning they can't do things like own slaves or have a noble title or burial. The matriarchy do have nobles as well as other classes.
