Overview
Democratic Monarchy of Uttara
Crown passes to the oldest child or next oldest heir. A high council is appointed by the crown, the low council is elected by the people.
Structure
Monarchy with some elected officals.
King/Queen then High council as equals, then Low council as equals, then governors, then noble landholders.
The royal family holds the power, but the people have some say in elected officials.
Both the high and low councils can publically object to a ruling by the crown.
Castle servants, farmers, stables, woodworkers, etc.
Crown pays the Navy and Army and capital guard.
Crown maintains major roadways.
Ideologies
While not a true democracy, the crown does rely on public opinion and support.
Free market system
The law provides equal protection for everyone, although it's not always realized.
Immigration is encouraged, more taxes means a better economy.
Everyone has a right to their own property without the crown or local government interference, unless at war.
Process
Every nine years, or unless a vacancy by death, the low council of Rivergarden is elected by the people.
High council is for life, or new monarch. Low council is for nine years.
local judges, mayors, and governors hear cases. Major cases and very violent offenses are heard by the crown. The worst prison is the cells at Rivergarden.

Do their best to keep on good terms and support the will of the people in the other kingdoms.
Uttara is more prosperous than the other two kingdoms as a whole. Pallavicini in Navin is the wealthiest city in all three kingdoms.

History
Founded by the morals and principles of King Uttara 1000 years ago.
The flag is the standard of the current Royal Family, a white flying Raven on a sky blue field with three dark blue stars arching over the bird's head, the whole thing bordered in silver.
Great War- when Oxyria split into Uttara, Navin, and Dakshin
Battle of Dunraven- when Navin invaded ten years after the split.
Gods War- Uttara helped defend Friar's Gate and Ataraxia against Dakshin, to help them keep their freedom.
Bradach's War- King Bradach III of Uttara raided both Navin and Dakshin when his country suffered from the loss of the Black Ravens.
Winter Solstice, Spring Equinox, Summer Solstice, Autumnal Equinox, Feast of the River, Festival of Candles, Feast of Iron's Light.
