The two kings will keep each other in check
The main available job positions are the elected council

If the people disagree with a governmental law they should take their issue through the Council
The Council is in charge of deciding all currency exchanges to a localized Realm-wide currency
All kingdoms to are under the authority of Realm are to obey all laws declared by the government
All Realmians must submit under the Council's laws
For a kingdom to join Realm it has to pass a series of tests.
All kingdoms outside of Realm should be respected by Realmians

Every 500 years 11 new council members are elected and every 5,000 years a new Council Leader is appointed

If conditions are bad enough for punishment they will traditionally be banished or imprisoned in the Black Realm

There are no reports of any Light Realmians denying the government while a few attempted rebellions have been recorded by the Dark Realmians
