Overview
Centrian Congress of the Nations of Vltra
A group of lawmakers based in Centrus that rule over the nations of Vltra. While some nations work in a high degree of autonomy, some (especially Elven nations), are ruled almost entirely by the Congress
Hierarchy
All members, elected 2 from every nation, are effectively equal. There are no major parties, and any Member caught allying themselves to any specific faction or government, or really anyone but the people of Vltra or their constituants, are immediately removed from power, and sent to face trial for Treason to the People of Vltra.
The "Speaker" for the congress, who calls order, pushes for action, and leads the group, is the First Voyagean Representative, elected from the Capital area of the elven nation of Voyage

This group wants to lead Vltra (and, secondarily, the Earth) to new heights.They wish to protect the Sentient Races, and allow them to grow
Take power over all the nations of Vltra, and those of Earth, and unite them as one.
Earth is in chaos, many groups (especially Chromatic Dragons) are distrustful of the congress (made up mostly of Elves and Humans)
