The Divine Twelve
The Divine Twelve is a council of twelve clerics and their leader who meet to discuss and implement policies concerning Drae'nor
Hierarchy
The Divine Twelve is split into two other groups:
The Holy Four are the top four ranking priests on the council. These are the priests who vote on all matters, with the Demigod deciding ties.
The Blessed Eight are the lowest eight ranking priests. They meet only to aid in discussion and bring concerns to the table. While present for voting, they do not get final say in any vote.

The Divine Twelve was a council created to manage the empire and impose Hafalen's will. After Draegar's ascension, the council rearranged itself into its modern form to as further exert Draegar's influence on decisions.
