A huge island of rich history, the Isles of Pharros is, and was, home to many races. It’s mainland, Pharros, is currently under control by The Empire, a force of Dragonborn from many ancestral trees that rules over the mainland in its quest for glory. The mainland is surrounded by many island, most undiscovered due to the harsh waters that plague the coasts of Pharros. Some closer to the island have been visited through the creation of boats, but these islands are the last lands for the Empire to conquer.

The Empire is lead by a High Council, consisting of Lords from each of the Metallic Dragonborn Families, and a Low Council, consisting of Lords from each of the Coloured Dragonborn Families. All decisions are joint decisions made by the High Council with the advice of the Low Council. Most of the decisions made by the council are the distribution of supplies and acts of war. The Empires fighting style is very reminiscent of Roman tactics. They value shield walls and tactical movement over brute force and swarming. To be in the Vanguard is a high honor for Dragonborn soldiers.

Due to their natural aversion to other races, the Dragonborn rarely make allies with other races and would sooner crush them with their might. However, they are smart enough to realise when an allegiance can be made such as with the Gnomes. Currently, the Council discuss whether taking control of the islands would be a worthy decision to make. Some believe the islands were taken from the mainland and as such belong to them, though other believe the arduous methods it would take to control these islands is not a smart decision. It has been the cause of much controversy within the Dragonborn Families.
