The Demonic Presidium deliberately allowed a strip of wasteland to exist between their two cities. The purpose is two-fold; to remind mortals inside the megacities that there is nothing for them outside the city, and two allow a small population of humans to live free from demonic influence, primarily as breeding stock should the urban humans face a population collapse.
