Overview
Northpass
Largest City in Harbor Island
This city surrounds Eye of Solgaleo. As such, Northpass is a deciduous forest, although most of the trees have been cleared to make room for homes. It has a cobblestone flooring. Shops are cluttered together, with homes on top of shops. There's a plaza with benches. A park borders Eye of Solgaleo, separating it from the city. Pokémon aren't allowed to swim in Eye of Solgaleo- partly because it's their main water source. (which, by the way, would be really disgusting even though Northpass kiddos do filter their water)
It's located on the edges of the Grass Continent and can be accessed with ferries, trains, riding on Laprases... or riding on flying Pokémon.

More than half of Harbor Island's residents reside here. It's the safest place to live in.
Northpass citizens usually use coins to purchase goods and services. Trading is also an option, although coins are more preferred.

- Do not steal (this rule is obviously broken... a lot, considering this was the reason why Artemis and Jaunt got banished)
- Homicide or genocide is banned
- You may bear weapons, as long as they're not used for terrorism
- You have freedom of press, religion, and speech
- You may gather peacefully
- No solider has the right to live in your house
- You have the right to a speedy and public trial
- You have the right to know what you're being trialed for
- You can't be trialed for the same crime twice
- Any sort of abuse will not be tolerated
- Eating other Pokémon or cannibalism is banned
- Do not discriminate other Pokémon regardless of their species, gender, sexuality, etc.
- The citizens of Northpass may vote for their mayor every four years
- Cruel, unusual punishments are not allowed
