A separate favor system is maintained among the populace for items not necessary to "live," such as tools for hobbies and furniture. Housing is guaranteed, and most living spaces look like they take up the same amount of space on the outside.

Having children is completely banned for everyone, including the royal family. Any children found will be thrown from the city when it passes over the ocean.

Imports

Metals and ores. These are things that cannot be mined on a floating island. Although jewels can be grown, the amount of metal needed for Alfgalana's projects cannot be produced using the same process.

Rare magical tools. There are hunting and foraging squads with permission to descend the island and gather organic materials used to make them. The times and places at which they descend depend on where Alfgalana is in its migration cycle.

Monarchy - The Ravinyl family was originally the only capable of copulating to produce heirs. However, 1700 years ago, a coup led by House Gauthesion dethroned the royal family.

None in place. It was originally assumed that Veroica would be Alfgalana's permanent ruler until she broke the law and had a child.

Legislative Process

During its first 300 years of existence, Alfgalana's government went through a series of trials and errors to perfect its primary code of laws. While the king or queen had the final say in what was codified, each law goes through a process of extreme scrutiny, starting with the Council of Legislators.

The majority of Council members are part of the Ravinyl family, but there is also at least one representative from each noble family. The law-making process starts when one legislator writes a new bill and presents it to the Council. If at least 60% of the Council approves of the bill, it will move on to elected officials voted in by the common folk.

These officials, or representatives, use their resources to distribute information about the bill, and a census is taken to measure public approval. If representatives receive public approval for the bill, then the law goes to the reigning monarch. If the bill does not gain public approval, suggestions from the common folk are taken into consideration, and the representatives will voice these concerns as they send the bill back to the Council of Legislators. The process will repeat itself until the Council decides to scrap the bill, or when representatives believe it has enough approval to advance to the reigning monarch.

When the bill finally reaches the king or queen, a trial is held. Proponents for and against the bill argue their cases. If the monarch votes for the bill, it is made into law. If the monarch votes against the bill, it is immediately scrapped.

Influence of Common Folk

The common folk play an important role in the law-making process. Immortals who have lived in Alfgalana since the beginning know how important it is to participate in the public census. If a law is ever passed that the majority of citizens don't actually want, it is possible that with enough protesting, peaceful or violent, the law can be reversed or modified through an emergency command by the reigning monarch.

Military

Maintains a small army at all times, but it's only for internal affairs. For any foreign invaders, the floating city utilizes advanced magical weaponry powered by the Core of Infinity. It usually works.

Climate

Due to its migration cycle, the temperature is always warm and temperate. Rain can be artificially casted to prevent drought.

Located at

Alfgalana is a moving city. Like a migratory bird, it flies south to avoid the cold season and returns north as the hot season sweeps in. It generally moves in a longitudinal line near the west coast of the continent.

Crops/Food Exports

Immortals do not need to eat to survive, but they can feel hunger. There is a thick ring of land surrounding the entire island dedicated to food production. Plants such as wheat, barley, maize, and legumes are grown in large fields. Orchards grow a variety of common fruits and berries. Distilleries that make alcohol are located in this sector. However, there is very little land available for livestock, making meat a luxury only saved for special occasions. The same can be said about fish, which come from a farm that's carefully maintained inside the biology department of the water management building.

None of these foods are exported. Everything is needed to feed the city's inhabitants.

The brick roads are designed for walking. They are narrow and without sidewalks. But those with government-approved cart sizes can use engines to carry cargo for them. Due to the lack of traffic laws, the owners of those carts must still walk in front of them to ensure they don't accidentally run over someone. The pavement beneath any carts will turn extremely smooth to ensure that any fragile cargo remains safe.

Its policy of isolation means that there is only one proper entrance and exit to Alfghalana, and it is a port for airships.

Sanitation

Before the Demonic Plague, the Subterrae collected garbage from the surface and brought them down to be disposed of. Garbage is dumped into magical fires powered by the Core of Infinity and are capable of burning anything. The ashes and smoke are disposed of through pipes leading outside, but the stench and cloudy soot still permeates the Underground of Alfgalana.

Sewage is also treated in the Subterrae. The sewage treatment plant is connected to the water treatment facility, but is below ground rather than above.

A complex plumbing system ensures that everything building has access to water. Water dispensers can be found in public areas, but decorations that utilize water such as fountains are nonexistent.

Back when water had to be treated mechanically, the water treatment facility was constantly open to maintain the city's water supply. Due to the city's floating mobile state, water is a finite resource, and water that leaves the city can only be recovered by rain. Even after the switch to magical water treatment automated the process, wasting water is still frowned upon despite water availability having increased.

During storms, rainwater is collected in drainage pipes that run down to the water treatment plant.

Energy

The Core of Infinity is a mysterious power source that came from space. It shields the inhabitants of Alfgalana from death and provides them with energy for their tools whenever desired. Energy is the only thing that doesn't have a cost and can be used freely as long as it does not disrupt neighbors. The Core is also what keeps the city floating in the air.

Healthcare

Although the Core of Infinity brings people back to life and erases the injury/illness they were killed by, injuries that don't kill still happen. There are two major hospitals located in Alfgalana that anyone can visit at any time for free. The healers that run them are well-respected and gain many favors that they can call in. Illness is also rare because medicine is so highly developed.

Education

Education systems for youth are nonexistent. This is to be expected with the ban on children. If the inhabitants of Alfghalana want to learn about anything, they may visit their local library. The libraries are constantly being maintained by the discoveries of scholars from both inside and outside the city.

Welfare

No child services whatsoever.

At this point, information on how to achieve a well-functioning body at old age is widely available and constantly being shared. It is the fault of the senior if they cannot live on their own. These people will have to rely on the goodwill of friends and family to support them until they are restored to their youth again.

Founding Story

A mysterious rock from space landed in a small village called Alfgalana. Veroica Ravinyl, the village's only scholar searching for ways to build a peacefully society, discovered the rock was an unlimited energy source that could power any device within a certain radius as long as there is a conscious desire to utilize it.

During Veroica's study, a robber broke into her house and tried to steal the rock. She fought off and chased the robber from her home, but was stabbed in the stomach during the ordeal. It should've been a mortal injury, but when she believed she was about to die, her body magically healed itself to full recovery. Over time, and as she heard more strange accounts of deadly injuries mysteriously disappearing, she theorized that the rock was capable of reversing the body to a healthy state from any life-threatening conditions, including old age itself. However, minor injuries and merely discomforting pains healed normally, continuing to leave scars behind.

As the cold season killed her flowers and the butcher continued to sell his meat on the market, she suspected that this healing effect only worked on humans. She wasn't very confident in her theory, but seeing as she had no test subject other than herself, she had to take a risk. Veroica first tried to freeze herself to death by standing naked in the middle of a blizzard, and when it felt like her blood was about to freeze, a flood of heat erased her frostbite and brought her back to normal body temperature. She attempted to dehydrate herself in a separate experiment, and on the third day when her dry body should've dropped dead, she suddenly felt healthy as though she had never gone through the ordeal. When she tried to starve herself, the same thing happened. She drank dirty water to infect herself with lethal sickness, and after a terrible ordeal, she again found herself in a healthy body devoid of any illnesses.

The only thing left to test was age. She started observing the village elders. When she saw one of them collapse from a heart attack, Veroica thought she was about to get her answer, only to witness the elder get up and resume his day like nothing happened. Non-communicable diseases could also be reversed, she noted.

A few weeks later, Veroica received urgent news from one of the townspeople that an elder had his youth restored while he was on his deathbed. The seventy-something-year old man was now in his twenties again. This meant that anyone who died of old age would be reset to the age when their body had fully finished developing.

While Veroica celebrated this conclusive evidence, the rest of the town went into a full state of panic. They had known about the mysterious death-reversing phenomenon plaguing them for a few months now, but this was the first time it had actually affected them in a drastic way. The townspeople demanded answers from Veroica, believing it had something to do with the space rock she had taken in. Meanwhile, Veroica had organized her findings and finalized her theory. She named the rock the Core of Infinity due to its nature, and it was later discovered that the Core's gift of immortality affected not only humans, but any species capable of understanding the concept of existence. In other words, all sentient beings.

When she told the townspeople what she had concluded, everyone had a different opinion as to how they should treat the Core. Some immediately moved out under the belief that a life without death was not worth living. Others wanted to capitalize on the Core's abilities. However, none of what they thought mattered, because Veroica seized control of the town using weaponry she had developed that used the Core's infinite energy to its advantage.

From then on, she forced the town to grow in her vision: an exclusive, immortal utopia that would stand above the rest of the world as the greatest city it has ever seen. Thousands would flock to Alfgalana to become a part of its legendary existence, but once it floated off the surface of the planet, nobody would ever join its ranks again.
