Water-Based spell that allows limited control over weather in an extremely localized area, unless combined

Appearance
Small ball of energy with steam flowing out of the orb
Gather water into miniature clouds from the air, or the ground.
Effects
Can make clouds precipitate, can affect currents in any body of water, can combine with other mages to increase effect
Clouds may produce lightning, if unwanted however simply release the spell when thunder sounds

Must know the four word incantation, must draw from a source, must be empowered
One must gain the Life Water from Cicuane's quest, and must meditate the words of power
Must obey natural laws, no water from mountaintop air etc.
