As with most in the Tebreros party, it isn't funded. It was built by willing builders and soldiers, knowing that it was important to the future. To keep up morale, Moro assisted in the construction.
Students
Anyone can be accepted into the school. The extremely tough and rigorous training weeds out those unfit for the military, and you are not allowed to sneer at those who fail.
