Citadel

History
Citadel was founded as a headquarters for an organization that keeps universes from collapsing. The Bureau of Time and Space. It's built inside a bubble that floats between the many strands of time, and so time itself does not truly flow there. It has existed far longer than most of the inhabitants are aware, as few know who founded it, and those few who know aren't telling.
Rules
Time doesn't truly flow in Citadel. Thanks to the city's Perception Field, events seem to happen one after another, but in truth objects will not change unless acted upon. Nobody ages while there. Hot things will stay hot forever. Same with cold things. Unless an outside force changes them, everything stays the same.
Magic is known in Citadel, though not often practiced. Some universes prefer magic to technology, and there are places and people to accommodate visitors from such places. Books on magic can be found in the Grand Library.
Technology on Citadel is beyond advanced, appearing like magic to most. The Perception Field, based off of the power of a man named Baravir, is perhaps the most astounding. It acts upon the very minds of those dwelling there, allowing them to experience time as they're accustomed to. It also has more mundane tasks, such as representing signs in the language of the viewer, and allowing them complex architecture to be navigated by three-dimensional beings.
