Vic Volkner was frequently deployed to maintain peace between nations, and had been in many combat situations. He was most famous for his utter refusal to leave a man behind, and made it a point to save as many lives as possible. He eventually had a son—Tom—born while he was overseas on tour. While he never really got to know or spend time with him, Tom looked up to his father all the same, viewing him as a hero and role model.

At the age of 18, following the emergence of the first kaiju, Tom and his mother were informed that Vic was one of many killed in action before it finally fell. Against his mother's wishes, Tom left home to follow in his father's footsteps and enlist, motivated by his father's sacrifice. With some difficulty, Tom passed every test given to him, and was allowed to join the military. He given a fairly remote station where would see little action until one day, when another giant monster—the one that would come to be called "Goliath"—emerged from the ground. Tom's quick-thinking minimized the number of would-be casualties, but his unit was unable to inflict any damage, and his own left eye was damaged beyond repair.

Many years later, Tom would find himself in the rank of Director-General of the GDF, where he has remained ever since.

GDF Director-General Tom Volkner is not a war hero like his father, a general, or even that great a strategist. Instead, he is a combination of humility, humanity, and commitment to seeing that mankind is able to survive against the new kaiju threat. Even in desperate situations, he will try to save as many lives as he can.

Tom Volkner cares deeply for the men and women that serve under him; he makes it a point to check on them regularly, and asks and listens if something seems to be bothering them. As Director-General, he also listens to others' suggestions, considering everyone to have some merit, and believes everyone deserves a second chance. Both respected and dependable, he takes his job seriously at all times.

There are two points he is sore on. The first of these is his late father, Vic Volkner, really only known from others' stories of him. The other is his eye, lost saving people when the kaiju Goliath emerged. While knowing that it didn't deliberately do anything to him, he still can't help but hold something of a grudge - he will become irritable if Goliath is mentioned.
