Wild Magic: Lightening
This isn't so much a proficiency as it is a curse that she's okay with. Although Wild Magic is incredibly dangerous and usually results in the death of the wielder, Jess can withstand the intense bursts of electrical discharge and even weaponize it. This combined with her impressive strength, makes her a versatile ally and a deadly foe.

She cannot, under most circumstances, express extreme or even subtle emotions or else her Wild Magic will go off. This could potentially hurt people around her, including those she cares about, so she has kept a stoic face for most of her life. She can't go all out in a brawl without risking hurting others, so she prefers to simply either stay on the sidelines and let Cate do all the heavy work, or only get including if it's absolutely necessary. This has also led people to believe she's not a true Witch.

She learned how to properly use her magic by two witches that took in her and Elizabeth, her 'good friend' at the time. These people taught her the secret to controlling her magic through stoicism and also were total wingmen for Jess and Liz. Because emotions are so important in the magical systems of Necrotzen, the emotion of 'love' helps Jess further control her magic and use her abilities to protect rather than kill or hurt.

Abandoned at a nightmarish place called The Circival at birth, she has no idea who her parents are and was called "The Youngest Performer on this World!" at her new home. Ever since she made her first steps, she was beaten, whipped, and electrocuted into becoming a flawless dancer. She wore an electric collar that would shock her if she made the wrong steps and would be given no dinner as punishment. She would have died if it weren't for the kind soul of one of the performers that gave her food and her name.
During an important performance, her collar malfunctioned and electrocuted her full blast. She fainted and was rushed to medical help. When she awoke, her "employer" was there to put her collar right back on saying the show will go on. But in that moment, she snatched the collar out of his hand and jabbed it so hard into his eye, they both got electrocuted. He died painfully, but she miraculously survived and calmly strode out of the hospital and didn't dare to look back and kept walking till her feet numbed. Well... that was the plan until she saw a girl doing a weird tightrope walk along a bridge...

She was pretty much an orphan at birth who couldn't read or write. Her magic awakened in such an unnatural and dangerous way that it became the untamable form of Wild Magic it is now. This Wild Magic is Lightening, which is difficult to control on its own. After she met Elizabeth, she was already aware of her deadly abilities, but also dearly wanted a friend. This led to a friendship where they couldn't do any physical interaction at all. It wasn't until they met two kind witches that Jessebelle was taught how to properly control her abilities more responsibly. However, it is still difficult for her to control it entirely and she requires these special rubber suppressants on her wrists and ankles that regulate her discharges to substantial degree.
