Overview
Zora's Domain
The Zora's Domain is an enclosed city that is home to a majority of the land's Zora race. Made almost exclusively from luminous stone, it is an engineering wonder that faintly glows in the night.

While the King Zora controls all the government and law, he does have a council of elder advisers that helps him make decisions, but he is ultimately not beholden to them.
The nobility enjoy a great deal of power and wealth, but the disparity between them and the lower classes is not as great as it is in Hyrule. They help shape some policy, but the common Zora doesn't take them very seriously.
There's a single crime family that rules the Zora underground that shares a symbiotic relationship with the King Zora. In exchange for nearly unopposed power and mobility, the family offers the King information on potential threats, money, and fall guys to make it seem like they are being effectively combated.
While all the laws of the Zora Domain are the same as throughout the kingdom, one law that applies only to the city is that non-Zora are not allowed to set up permanent business in the city. Permanent is described as having a brick-and-mortar shop and/or doing business within the city limits for longer than 60 days in a two-Goddess month period. Business is defined as selling goods or services to citizens and non-citizens.

The current Zora's Domain was founded after the Great Flood forced them to abandon their original home of Lake Hylia.
