War is rather harsh when it comes to those who are weak, or rather her definition of weak. She always reacts negatively towards people who died (whether by suicide or sacrifice) when there was a better option. She's disappointed in them for failing to evaluate their personal battles in a way that would let them win. (tl;dr: prejudiced against those who died when they could've lived, those who give up, and cowards.)

Despite being stark opposites, Victoria and Love/Madeleine Minett are best friends. Victoria likes Madeleine’s endearing demeanor and Madeleine likes Victoria’s passionate personality. They tell each other nearly everything. Victoria also has a huge crush on her, but Madeleine is somewhat oblivious to it. She likes that people are less terrified of her when Madeleine’s around. Victoria envies Madeleine’s charisma, the fact that people are naturally drawn to her, and her kind Outlets, in comparison to the (usually terrible morality-wise) Outlets and people Victoria finds herself surrounded with.

Victoria cares for Death/Max Chen in a friend-of-a-friend sort of way. She finds him much too quiet for her liking. They’ve got each other’s backs and trust each other with their lives, but they have way too many dissimilarities to have a conversation that isn’t about Lucas or Madeleine.
