There aren't a lot of things she can't do, she has autonomous reality warping powers that distort and bend the world around her to make her the centre of attention, she can change someone's personality to like her and when someone is around her they tend to do things out of character for them, she is essentially an omnipotent, immortal goddess with amazing hair. If by this point you hadn't already guessed, she's a Mary Sue.

Making people like her, giggling even when something isn't funny, sighing in a high pitched tone.

To avenge her entire family and dog's and best friend's and boyfriend's death by being a hero

Nothing... she literally has no flaws whatsoever. People may find her sickly-sweet high pitched tone of voice nauseating however

Graduate of an Ivy League University despite being 15.

Mary was born in a quiet village. When her parents saw her oddly coloured eyes and naturally pink hair they had an existential crisis as they knew even then that she would be... a Mary Sue. Then immediately after they were both mysteriously killed by The Darkness or something. Then her brother was shot and her dog was decapitated. Then when she was thirteen she had a boyfriend who was impaled. Somehow instead of being severely traumatised she became a good person and a hero and graduated top of her class from an ivy league college at 14! Then she joined the Academy because friendship!

She is a side character intended for comic relief against the other characters who generally have complex characterisation. Also the one person immune to her powers is Noriko, due to the fact that she is the archetypal "main character" and she's special.
